New York City Council adopted City of Yes for Housing Opportunity on December 5, 2024, the broadest rewrite of the Zoning Resolution since 1961. It opens density, conversion and infill paths that reward aligned owners, operators and capital.

  1. Universal Affordability Preference

    In R6 to R10 districts, buildings can add at least 20% more housing when the additional homes are permanently affordable, typically averaging 60% of AMI.

  2. Office-to-resi conversions

    Pre-1991 non-residential buildings can convert to housing citywide, a direct path for office, civic and underused commercial assets.

  3. Transit-oriented infill

    More housing near subway and rail, matching our Bronx, Brooklyn, Upper Manhattan and Queens growth-neighborhood criteria.

  4. Unused development rights

    Vertical and rear extensions on existing lots, including assets with unused air rights that were stranded under older rules.
